Spring 2005: initial steps in the direction of reform The first steps towards the new reform of SCNAT were taken in May 2005: the Senate instructed the then Board of SCNAT to implement structural reform with the aim of repositioning the Academy as an effective institution in the science policy arena. The Board established a special Reform Commission for this purpose in June 2005. The Reform Commission was instructed to present a proposal for statutory reform taking the concerns of all of the Academy’s organizational instances into account.
Summer 2005: clear structuring of tasks Once the Reform Commission had developed its draft concept, the Board could finally update all of the SCNAT bodies on the background and further course of the reform. The aim of the new structures was to facilitate the implementation of the new tasks set out for the Academy by the Swiss State Secretariat for Education and Research (SER). Based on this new order, SCNAT wanted establish clear task structuring for the purpose of creating transparent legislative, strategic and operative separation of powers between the individual bodies. This concept was then presented to all of the organisation’s instances for consultation in October and November 2005.
Winter 2005: new tasks for new bodies By December 2005, around 70 comments on the reform concept had been submitted which were thoroughly analysed and evaluated by the Board. It emerged from the comments that the Expert Associations would welcome the establishment of thematic platforms. The Cantonal and Regional Associations also wanted to increase their potential through the establishment of a platform. As opposed to this, the commissions and forums saw their positions as being under threat.
January 2006: reform pursued by the organisational bodies Based on the feedback, the Board decided that the reform process should be pursued in 2006 and 2007. In a further new development, the member organizations and bodies were able to collaborate in the future design of the SCNAT. In late January 2006, the Board created so-called Gründungsfachräte (Foundation Councils) to work on the development of the new platforms to be established. It was also agreed with the forums to undertake an evaluation which would provide clarification by the end of 2006.
Autumn 2006: important decision for the implementation of the reform Based on the reform concept, the Academy’s statutes were fully revised and ratified by the requisite two thirds majority at a meeting of the Senate in May 2006. This important decision paved the way for the new platform structures and their regulation. Finally, at the extraordinary Senate meeting of 15 September 2006 the Board was instructed to present the platform mandates for ratification at the first Delegate Assembly of January 2007 and to prepare the enactment of the Rules of Procedure.
Early 2007: the newly established bodies commence operation The first meeting of SCNAT’s newly established Delegate Assembly took place on 12 January 2007. Five platforms in the process of development were officially launched at this meeting. The platforms are: «Sciences and Region», «Chemistry», «Mathematics, Astronomy and Physics (MAP)», «Biology» and «Geosciences». SCNAT’s new Board was also elected. |
